Yes. 

It was removed upstream a long time ago when the upstream bundle 'vr' was
split into its parts 'mass', 'nnet', 'spatial' and 'class' all of which we
have as r-cran-$NAME packages.

Yes. At long last, I just recently starting to have r-cran-mass (the main
package) provide r-cran-vr.

It may be too early for the transition --- a number of packages still depend
on r-cran-vr.  Maybe I should update r-cran-vr (which is now 'empty' and a
Debian-only metapackage) one more time to make it coexist with r-cran-mass? 

Or maybe, as you say, remove vr now. Maybe the time is right.
