Justification: FTBFS

Hi!

I stumbled over this FTBFS when checking for open RC bugs for squeeze,
and saw the 1.3-2 to 1.3-3 changes to fix #608205.

scmail 1.3-3 in unstable FTBFS in a amd64 chroot with the following
errors:

Attached is the full build log.

package format changes which may not be accepted by the release Team
for unblocking due to the deep freeze.]

Bests and thanks for your work!
