I think it should be applied in the Debian version of 3.12.0. Depending on the timing of the transition, perhaps a new version of 3.11.2, either with the patch or with a conflict on binutils (>= 2.21), should be considered.
At least i386 is also affected (and probably all architectures)... but the fix is basically the same as what Eric posted on the bugreport... The bug seems to be in OCaml, and it has been revealed by the new binutils.
