Bug#606192: [possibly initscripts] system freeze with message "waiting for /dev to be fully populated. The cure at the moment is to restart until, hopefully, /dev is fully populated. Can take a couple of reboots.

If the boot does not continue then it looks like that udev loaded a
module which crashed your system (so this would be a kernel bug).
