Why should a package have to depend on the kernel headers? Why does
libc/some alternative package not install the kernel headers as is
done by glibc for linux?

Are you suggesting that there is something within the libtrac source
that makes such an explicit dependency required?

Please provide more details to clarify why you believe I need to add a
