You are reinstalling version 2.4.25-1+b1 which is the one that is
broken. The claim earlier in this bug report was that the bug is fixed
in 2.4.25-1.1. Did you try that version? Installing 2.4.25-1.1 solved
the issues for me.
There is a minor glitch if you first install the broken 2.4.25-1+b1 and
then try to update to 2.4.25-1.1. In this case the configuration of the
broken 2.4.25-1+b1 fails and leaves the package in a bad state so that
the upgrade fails. But deleting the empty /etc/ldap/slapd.d directory
created by the half-configuration of the broken package was enough to
work around that problem.
But this is a different problem. The bug reported in THIS bug report is
solved for me by updating to 2.4.25-1.1.
