Justification: violation of Debian Policy for Ada[1]

Finally the violation most difficult to explain in a few words.  The
Debian Policy for Ada mandates that the name of a development package
contain a number which we call the "aliversion" number.  This number
must change whenever the contents of any of the .ali files in the
package changes (which happens, most notably, whenever recompiling the
with a new major version of the compiler).  The reason for having an
"aliversion" number in the package *name* is to prevent libplplot-ada to
cause another package to FTBFS (the dreaded "indirect FTBFS scenario"
explained in [1]).

Therefore, please:
- rename libplplot-ada to libplplotada1-dev or something similar (the
  exact name does not matter as long as it contains an "aliversion"
  number);
- Add Conflict: with and Replaces: libplplot-ada
