This looks like a missing build dependency on docbook-xml.
Installing that fixes it.

Also not that you're building the arch indep things in
binary-arch target instead of the binary-indep.  May I
suggest you split it up?

This bug was only found in experimental, and was fixed there, but only
tagged fixed-in-experimental, so I think it should have been closed,
anyway. Now, however, we have the BTS version tracking thingie, so let
it handle it! =D
