Ok, I see where you're coming from, but I disagree.  That is clearly not
the same as 'makes the package in question unusable or mostly so", and
is in fact no different than any other case in which a package builds
and is useful on some but not all architectures.  If it weren't so easy
to "fix" the underlying complaint, I'd re-prioritize this as 'minor' on
the basis of it being "a problem which doesn't affect the package's
usefulness", particularly since I don't know of anyone who actually
wants to use the package that this affects today.
