The fontconfig file 44-wqy-zenhei.conf should be renamed so that
the priority prefix number is bigger than 50. So the users could
use their preferred fonts by setting "<prefer>" in their ~/.fonts.conf
Debian's fontconfig file for enabling user's config is 50-user.conf.
