Thanks for your insight. Actually the SONAME was bumped from
libpcscada.so.0.6 to libpcsada.so.0.7.1 (as reported by objdump -p).

So, assuming that this bump is indeed justified, the solution is
therefore to remove the spurious /usr/lib/libpcscada.so.0 symlink
contained in both packages.

Also, it is unclear to me why the -dev package changed its name.
