Just to be clear, my interpretation of option B is that the leave
maintainer is at liberty to do this:
$ mv debian/rules debian/rules.mine
$ cat >debian/rules
#!/usr/bin/make -f
%:
chmmod +x debian/rules.mine
debian/rules.mine $@
^D
$ chmod +x debian/rules
But they are not entitled to do nothing. I think this is entirely
daft. Hence my vote for optionn A.
