Justification: fails to build from source (but built successfully in the past)

Builds of linkchecker (as on the autobuilders) covering only its
architecture-dependent linkchecker binary package fail because they
still try to populate debian/linkchecker-web, which doesn't exist:

  install -m 644 cgi-bin/lconline/*.html 
/.../linkchecker-7.7/debian/linkchecker-web/usr/share/linkchecker/lconline
  install: cannot create regular file 
`/.../linkchecker-7.7/debian/linkchecker-web/usr/share/linkchecker/lconline': 
No such file or directory
  make[1]: *** [override_dh_auto_install] Error 1
  make[1]: Leaving directory `/.../linkchecker-7.7'
  make: *** [binary-arch] Error 2

Could you please conditionalize any such commands appropriately?  (In
this case, I'd also suggest installing to a relative path, as there's
no need to specify an absolute one; that's just a matter of taste,
though.)  You can test the fix by running dpkg-buildpackage or your
favorite wrapper with -B.
