Only if BM_UPLOAD_FTP_SECURE is set true, AFAICS. Which is only possible if you have manually edited the configuration file. I created a libnet-lite-ftp-perl package with the Net::Lite::FTP module at http://alioth.debian.org/~joachim-guest/, would you like to try it?
