Other stuff: 2.1 You don't specify the debhelper compat level, so you use level 1 2.2 You use debhelper for some stuff but not for others. By completly using debhelper I was able to reduce your debian/rules to half of its size 2.3 don't call make in Makefiles, use $(MAKE) 2.4 Please use the CFLAGS mandated by policy and support DEB_BUILD_OPTIONS 2.5 The Suggests on bash is completly bogus since it is essential anyway.
