Sorry to say this but your packaging is broken.

Some examples:

 1. RC bugs:
  1.1 you don't use ${shlibs:Depends} in your Depends field so you miss
      several dependencies
  1.2 debian/copyright: "This package has many utilities that are GPL
      or close to GPL code." "close to GPL"???
      "The original source code was published on the Net by a group of
      cypherpunks. I picked up a modified version from the news."
      Quite a license...
  1.3 You claim that the copyright holder is Craig Small, but that's not
      true, it's Francisco Rosales and "a group of cypherpunks"

 2. Other stuff:
  2.1 You don't specify the debhelper compat level, so you use level 1
  2.2 You use debhelper for some stuff but not for others. By completly
      using debhelper I was able to reduce your debian/rules to half
      of its size
  2.3 don't call make in Makefiles, use $(MAKE)
  2.4 Please use the CFLAGS mandated by policy and support
      DEB_BUILD_OPTIONS
  2.5 The Suggests on bash is completly bogus since it is
      essential anyway. Plus you have a typo in the fieldname
      s/Suggest/Suggests/
