A source package is also a package, and "every package must be accompanied by a
verbatim copy of its copyright information and distribution license (...)".

When I read the reasons for repackaging the orig file, then I think that in
this case the copyright and license should be added to debian/copyright, but I
don't it's a big problem if you would choose to repackage the orig.
