libghc6-cabal-dev depends on ghc6 (<< 6.2.3), but 6.4-4 is currently in
unstable. Thus it is uninstallable.

This is causing other packages to fail to build, e.g.:

I think that under our current plan it should be removed, but if you
disagree then it at least needs to be updated.
