Hi Leopold! You either don't have cups installed or, if you do have it 
installed, it's stopped.

Please check that you have cups installed and running and try again.

As such, I'm marking this bug as important, as there is a workaround.

system-config-printer-kde should check that cups is running before actually 
trying to establish the connection. Saddly this bug will not get fixed by 
upstream, as this code has been deprecated in newer KDE releases.
