That's the problem, /etc/emacs23/site-start.d is shipped in
emacs23-common and has somehow gone AWOL on your system.  You need to
figure out how that happened.

Worked for me, it seems that some other package or script removed the
directory.  Reinstalling emacs23-common should bring it back.
