Justification: renders package unusable

this have happened for quite some time now (I remember it happening from kernel
3.4 and up, but it could have happened earlier). when linux-headers packages are
made available through the experimental repo. linux-kbuild isn't made available
at the same time so the linux-headers can't be installed.
