The migration blocker bug is there intentionally because of the
dependency on libclamav - therefore, havp will only be in volatile, but
not in testing.

That is simply not true. The daemon itself works. All RC bugs - while I
agree that they should be fixed - are not functionally impairing, but
only packaging problems.
