They would have to patch the application since they too can not depend on wine-bin:32. This seems to exchange the work for including a debconf question/message into duplicated patching work for every depending package and user. --- Also, if wine is installed on amd64, will your fake package install menu entries for winecfg or are those missing too? And then there is the fact that notification only occurs at runtime when wine is expected to be installed.
