Sounds like you just answered your own question. The mp3 decoder doesn't exist
in -good and -base.

No. MP3 is still patent-encumbered, afaik. So we should really have mp3 support
as an opt-in thing rather than an opt-out thing, for people in countries with
stupid patent legislations.

I think getting our codec auto-installation thing working is a better bet.
I'm thinking that gnome-codec-install should have
Breaks: libgstreamer-plugins-base1.0-0, since other gstreamer-codeec-install
alternatives exist (sessioninstaller, for instance) that support autoinstalling
codecs for gst 1.0.
