libssl-dev is not GPL compatible and cannot be used in a GPLd program. This means it cannot legally be used in aqbanking, which is GPLd. It also means that I can't build gnucash against aqbanking as long as aqbanking is linking against ssl, because I can't link gnucash against ssl (for the same reason).
