When do you get this error message? During boot?

It might be /lib/udev/rules.d/60-fuse.rules which is failing to setup fuse?
Can you execute /bin/mount -t fusectl fusectl /sys/fs/fuse/connections
manually

That is all harmless afaics. hwdb is a new builtin which the old udev
doesn't understand. Since udev monitors /lib/udev/rules.d, it picked up
the new rules immediately.
After the reboot, you shouldn't get those error messages anymore, or do you?

I didn't use sudo and modprobe

I did.
