I like perl and think that it is great and safe for system
administration. But in this case I also think it should be plain POSIX
shell script. Even if that mean to be very carefully with variables and
its content.

I don't think that this work. You have to have all dependencies
(libraries and perl modules) also ported to /. And that would be a big
job.
