Package: libwaffle-dev
Version: 1.3.90+git20140426.f13bcdc-1
Severity: grave
Justification: renders package unusable

The -dev package doesn't install waffle.h, so nothing using waffle can
actually be built against this package.

This looks like a simple omission that should be easy to fix.
