I missed it because - plplot does not appear on the front-page of mentors, - there is no bug againsts the sponsorship-request pseudo package, - and no mention of this upload in this bug report (740085). I figured that was enough places to look for an information that should have been directed to me directly, who explicitly offered help and asked whether there was a plan.
