It does not prevent libroar* from being made multiarch-compatible, but unless libroar* stops depending on it, it does prevent the entire stack from libroar* downwards from being multiarch. The necessary condition for being able to install :amd64 and :i386 flavours of a library is "every library dependency, recursively, is multiarch". I'll file that bug, but in practice, it is not going to be fixed. libdnet is unmaintained (its "maintainer" is the Debian QA Group). In practice, this means anyone who cares about it enough is welcome to pick it up, but until or unless they do so, it will rot. I am really not surprised that it is unmaintained: from the package description, it appears to be there to communicate with Ultrix and VMS systems. I have a hard time caring much about such systems!
