I guess it is installed in the same run as dictionaries-common, so is not
available in the configure stage for that run. This error should not happen
if apt-utils is not to be installed nor if it is already installed when
dictionaries-common is configured.

The best workaround is IMHO to make sure that apt-utils is installed before
dictionaries-common is configured.

Changes in 1.23.6 will only avoid the error, trying harder to set a default
even if no debconf info is yet parsed. In systems with many candidates this
can lead to a wrong choice. I proposed those minimal changes to have a
small diff as candidate for a point release. Better fix goes through use of
no-await triggers, as I wrote.

I am re-adding education-desktop-lxde affects and tagging this bug report
as wheezy. Since fixed version is present, it should be clear that this
does not affect jessie. This also does not affect upgrades to jessie.
