Bug#781995: motif: Fix for keyboard navigation of menus makes some packages unusable

The attached patch simply does not define FIX_1565, and causes popup 
menus and keyboard navigation in menus to revert to their Motif 2.3.3 
behaviour.  This patch can replace 18-updated-fix-1565.patch.
