prelink provides /usr/sbin/prelink.bin which is statically linked against libc6. According to Debian Policy ยง7.8 such a package MUST list the glibc source package (and possibly others) in the Built-Using: field.
Beware that generating Built-Using for glibc is tricky, because the binary package names varies with architecture.
