This goes away if the test suite is run with DATE_MANIP=DM5 in the
environment. I see this enables an older Date::Manip interface
that is no longer maintained, 

All the failures I'm seeing are of the type

  t/basic.t .............. 9/1501 # Test 1464 got: "2     DATE Monday, 17th 
August 2015\n" (t/Basic.pm at line 32 fail #1464)
  #      Expected: "2     DATE AFT    1989\n"
  #  t/Basic.pm line 32 is:     &Test::ok(@a)
  t/basic.t .............. Failed 1/1501 subtests
