Whilst I am linking to a remote report I am able to reproduce on an up-to-the-minute sid chroot on this computer - it's under Docker, but the reproducible.debian.net builds are not. Poking a bit more, it looks like that test is ultimately reading from /proc/net/{tcp,udp} and it's IPv6 equivalents but at this point in the test run, these files are empty modulo the usual header row.
