No, that's not the general case. And feel free to fix stable.
I fixed unstable because it was the right thing to do given
that I was going to upload something to unstable.

This just proves that you don't know how Debian works. A fix for testing
must come via unstable not from stable.

It's the recommended way to get fixes in testing.
