D'Oh! A method of the File::Slurp module was used during development
of needrestart 2.3. But in the final release of needrestart 2.3 no
function of File::Slurp was used any more. So this is a orphan
dependency.
Patrick has already uloaded needrestart 2.3-2 adding the dependency
(quick'n'dirty workaround). In needrestart 2.4 the dependency will be
dropped from the needrestart command and the package.
