As I expected
The libgudev-1.0-0 package shipped by Debian does install it as
/usr/lib/x86_64-linux-gnu/libgudev-1.0.so.0.2.0
I suspect you have an old copy around from a manual "make install" or
installing some non-Debian package.
Please remove those files and NM will work properly.
