The source format for sudo documentation is mandoc (aka mdocml), which
it is converted to regular man pages using the BSD mandoc program.
That isn't packaged for Debian yet, so it's not possible to rebuild
the generated documentation.  groff is *not* a suitable substitute
in this case.
