I still have the src:php5 dummy package in my sleeve, but since the jessie's php5 can happily coexist with the new package, I would rather leave that as an last-resort option to allow graceful upgrades from jessie to stretch. I am guessing that most of the work would be done by binNMUs with new pkg-php-tools (and perhaps a new ftp queue blocking lintian error? any takers for filling that?) and the rest would get solved manually. Ubuntu (added Nish and Robies to Cc) has already done a great share of work since they are working hard on having PHP 7.0 in Ubuntu Xenial and I have a strong promise they will contribute back the patches (after the dust settles).
