Yeah that was it. I really appreciate the help, I'm not sure I would have figured that out. Removing libapache2-mod-php7.0 required removing php as well as mlmmj-php-web, etc temporarily, reinstalling libapache2-mod-php7.0 after apache2 works fine. > Unfortunatelly you should not depend on apache2 package: > > https://lintian.debian.org/tags/apache2-module-depends-on-real-apache2-package.html Hmm.
