Nobody is reasonably using fuel-nailgun-agent yet, as it's part of Fuel, which isn't even fully uploaded to Debian yet itself. Also, fuel-nailgun-agent is to be installed in a hardware discovery bootstrap image, which is built on the master node. So there's no use case of upgrading from one version to another. So, in theory, you're right, but in practice, it makes no sense to bother with such Replaces/Conflicts, at least until Fuel is fully in Debian, and fully working (which is not the case yet, but I'm working hard to make it happen).
