Justification: fails to build from source (but built successfully in the past)

Builds of coz-profiler in minimal environments (as on the
autobuilders) have been failing:

  make[3]: pkg-config: Command not found
  gcc -Wl,-rpath,`pwd` -o x x.c libcoz.so -ldl || ( rm -f x x.c ; exit 1)
  libcoz.so: undefined reference to `dwarf::dwarf::~dwarf()'
  libcoz.so: undefined reference to `dwarf::value::as_sconstant() const'
  libcoz.so: undefined reference to `dwarf::dwarf::compilation_units() const'
  [...]
  libcoz.so: undefined reference to 
`elf::elf::get_section(std::__cxx11::basic_string<char, std::char_traits<char>, 
std::allocator<char> > const&) const'
  collect2: error: ld returned 1 exit status

Please declare a build dependency on pkg-config and confirm with
pbuilder or the like that you haven't missed anything else.

P.S. I also see platform-dependent failures on some architectures;
I'll report those bugs separately.  Meanwhile, I'm reporting this bug
as a regression because it would affect any binNMUs.
