Can you please verify that the user mail is present on the system? If it is present, please note this in this bug. If it is not present, check the correctness of the essential package base-passwd, which is responsible to keep the user mail present on all Debian systems (and which packages can explicitly rely on). If base-passwd is correct, and mail not present, check why the user is not there.
