looking at the commit, that doesn't work on upgrades from testing
(work as in "clean up the mess the previous version forgot")

The canonical version when introducing a .maintscript is
$current_version plus "~", so in your case 0.63-6~
meaning: "on upgrades from any version older than 0.63-6~ we do that
action" But since there is a tag you probably uploaded it already, so
you would fix that by bumping the version to 0.63-7~ in the next release.
