Package augustus has an explicit dependency on libhts1, so even though it was uploaded after libhts2, it still blocks the htslib transition [1]. I would suggest testing whether you can simply drop the explicit dependencies on libgsl2, zlib1g, libbamtools2.4.0, libhts1 and libncurses5 [2], and just rely on ${shlibs:Depends} to perform its magic. In addition, it appears that at least bam2wig is statically linked against libbam.a and libhts.a [3], so that should probably changed to link against the shared libraries instead.
