No it is not a bug. qt5ct depends on environment variables properly set up since desktop start (if I remember correctly there is a script for that installed upon installation). So you basically need to restart your whole environment after installing it if you want to use it. I'm so closing this bug. -- All of us have bad luck and good luck.
