conffiles (and I realize this is not a conffile) must not be modified by anything, but it is allowed for an *interactive* editor, specific to that file format, to allow more easily editing that file. So I still think the solution is to prompt the user, if it is not the initial install, and if the config file doesn't exist, if it should be recreated. If yes, continue asking questions, otherwise, exit 0, since the answers wouldn't be written to the config file anyway.
