It seems apt-listbugs does not query bugs.debian.org but some other server.
It gets its list of bugs from http://osdn.debian.or.jp/~taru/apt-listbugs/index.db-grave.gz [similary for -criticial and other severities]. Individual bug information is acquired from http://osdn.debian.or.jp/~taru/apt-listbugs/db-h/42/332442.status and similar URLs. The index file apparently has not been updated since October 2005. It's probably not a very good idea to make packages like this depend on non-debian infrastructure.
