During an upgrade from 1.8.1-2 to 1.8.2-1 I got the following error:

installed iptables package post-installation script subprocess returned error
exit status 1
Errors were encountered while processing:

needrestart is being skipped since dpkg has failed

Downgrading the package back to 1.8.1-2 fixed it. Manually deleting the
files from /sbin also allows the 1.8.2-1 package to install.
