If you had checked the ITP you would not have felt it was ironic. https://bugs.debian.org/cgi-bin/bugreport.cgi?bug=908325 "This is a dependency of gitlab 10.x and it will also provide libjs-chartjs built from its source for ruby-rails-assets-chartjs." It was originally packaged for gitlab and since we could not complete packaging all dependencies of gitlab, this was not a priority for buster. I was intending to get gitlab back in main including fix for this in time for bullseye.
